The Directorate of Medical Education and Training (DMET), Uttar Pradesh is responsible for conducting the counselling for 85% of state quota seats. The remaining 15% All India Quota seats will be managed by the Medical Counselling Committee (MCC) through NEET 2025 counselling.
Candidates should be aware admission to MBBS/ BDS courses in medical colleges in Uttar Pradesh is based on marks scored in the National Eligibility cum Entrance Test.
The UP NEET counselling in 2025 will allocate 85% of the seats. The Medical Counselling Committee (MCC) will conduct NEET 2025 counselling to allocate the remaining 15% of seats as part of the All India Quota. The UP NEET 2025 counselling will be conducted in three rounds.

Important Instructions for Candidates Participating in the First Round of Counseling for UP NEET UG 2025
- Only candidates qualified in NEET are eligible for admission to medical colleges through UP NEET UG-2025 counseling.
- Candidates should regularly check the official website https://upneet.gov.in for updates regarding counseling.
- Candidates must read the detailed guidelines for registration available on the official website before proceeding.
- Payment of registration fee and security money should be made online only. The security money deposited is refundable if the candidate does not take admission, subject to certain conditions.
- Candidates must upload scanned copies of original documents/certificates as per instructions given on the website. All documents should match the details provided in the NEET UG 2025 application form.
- Candidates are responsible for checking their eligibility as per GO No.-1/995234/2025 dated 18.06.2025 and the UP NEET UG 2025 brochure.

- Candidates opting for private colleges must deposit ₹2,00,000/- (Two Lakh rupees) as security money.
- Candidates opting for private dental colleges must deposit ₹1,00,000/- (One Lakh rupees) as security money.
- Candidates not opting for private medical/dental colleges and opting only for government colleges must deposit ₹30,000/- as security money.
- Candidates are advised to fill the choices carefully. Once the choices are submitted and locked, they cannot be modified or changed later. Candidates are fully responsible for the choices filled by them.
- A “Free Exit” facility is provided only for candidates admitted in government medical/dental colleges in the first counseling round. These candidates must choose the “Free Exit” option online within the stipulated period if they don’t wish to continue with their admission.
- Candidates who take the “Free Exit” option from government colleges will get their security money refunded. They must apply online within the given time frame.
- If candidates fail to use the “Free Exit” option online within the specified timeline, they will forfeit their security deposit.
- Uttar Pradesh Government Employees and Employees of Autonomous Bodies/Corporations:
- Children/dependents of government employees of Uttar Pradesh and autonomous institutions will be considered as domiciles of Uttar Pradesh, provided their parents are posted outside Uttar Pradesh due to employment and they fulfill the conditions laid down.
- Candidates belonging to other states will be considered eligible for admission only under the All India quota seats, provided they meet eligibility criteria.
- Candidates who are residents of Uttar Pradesh but have passed the qualifying examination (12th standard) from outside the state must produce domicile certificates as per instructions.
- Candidates of other states applying under reserved categories in Uttar Pradesh will be treated as General candidates.
- Reservation benefits for NEET UG-2025 candidates will be provided according to rules defined by DGHS, MoHFW, New Delhi.
- Candidates are advised to personally visit the medical/dental colleges to verify the available infrastructure and fee structure before choice filling to avoid future inconvenience.
- The counseling authority will not be responsible for fee structures or other financial matters of medical/dental colleges. Candidates are advised to gather complete information independently.
- Online choice locking is mandatory. Candidates who fail to lock their choices will be automatically excluded from the counseling process.
- Once choices are locked, no modifications are allowed. Candidates must confirm their choices carefully.
- Admission of candidates allocated to state medical/dental colleges will be finalized only after physical verification of original documents.
- Admission to medical/dental colleges in the private sector will be conducted by the admission committee nominated by the counseling authority based on merit through the UP NEET UG-2025 counseling process.
प्रथम चक्र की काउंसलिंग (Round 1)
- Candidates from other states who want admission to private colleges in UP must register and pay ₹2000 via the upneet.gov.in portal.
- Registration dates: July 24, 2025, 11:00 AM July 28, 2025, 11:00 AM
- Choice filling will be available only after document verification at the nodal centers.
- Free exit is allowed if the candidate does not take admission after seat allotment.
- Those who do not take admission after allotment will be debarred from the next round.
द्वितीय चक्र की काउंसलिंग (Round 2)
- For government/private medical/dental colleges, candidates who couldn’t participate in Round 1 can register and participate in Round 2.
- Candidates already admitted in Round 1 cannot participate again unless they leave the allotted seat formally.
- Candidates must again register and pay the security deposit for participation.
तृतीय चक्र की काउंसलिंग (Mop-up Round)
- Conducted if seats remain vacant after Round 2.
- Candidates who participated in earlier rounds but did not get a seat or didn’t take admission can participate.
- Fresh registration will be required.
- Candidates admitted through AIQ counselling are not eligible for state mop-up round.
- All India Quota students must exit AIQ admission before mop-up participation.
स्ट्रे वैकेंसी राउंड (Stray Vacancy Round)
- Final round for vacant seats in government/private colleges.
- Only candidates who have not taken admission anywhere are eligible.
- The merit list will be made available to respective colleges for final admission.
- No fresh registration allowed – only previously registered and verified candidates can participate.

Difference between 1st and 2nd rounds of counselling: In the first counselling round, you will get a chance to choose your preferred college. In the second counselling round, you must select from the colleges with available seats.
