Uttar Pradesh does not conduct a separate MBBS exam. Admissions to all government, private, central institutes and AIIMS in UP are through the national NEET UG. After NEET, the Directorate General of Medical Education & Training (DGME) runs the centralized UPNEET counselling at upneet.gov.in.
NEET eligibility (applies to UP too)
- Nationality: Indian / NRI / OCI / PIO / foreign national (as per NTA rules)
- Age: ≥ 17 years on/before 31 Dec of the admission year
- Subjects: 10+2 with Physics, Chemistry, Biology/Biotech & English
- Minimum marks (PCB): UR/EWS 50%, OBC/SC/ST 40%, PwD 45%
UP domicile & quota
- 85% State Quota seats via UPNEET (DGME): typically for candidates who are UP domiciles or have completed Class 10 & 12 in UP (see current year UPNEET brochure for exact wording).
- 15% All India Quota (AIQ) via MCC for government/central institutes/AIIMS.
Application Process
Who can apply: Class 12 appearing or passed students with PCB + English.
When forms open: NEET applications usually open before board exams (for example, in 2025 the window was 7 Feb – 7 Mar). Apply online at neet.nta.nic.in.
What to upload (as per NTA bulletin):
- Latest passport-size photo (JPG/JPEG)
- Scanned signature (JPG/JPEG)
- Left & right hand fingers and thumb impressions (JPG/JPEG)
- PwBD certificate (PDF), Citizenship/OCI proof if applicable (PDF)
Fee payment & confirmation: Pay the application fee online (debit/credit card, net-banking/UPI). Generation of the Confirmation Page = successful submission. Keep 4–6 copies of the same passport-size and postcard-size photos for admit card/counselling.

DGME, Uttar Pradesh conducts state MBBS/BDS counselling under UPNEET for 85% State Quota seats in government colleges and for Private/Minority/NRI seats. The 15% All India Quota (AIQ) in government/central institutes (incl. AIIMS/BHU/AMU) is filled by MCC.
UP Counselling Eligibility
- NEET-UG Qualified (current year).
- Indian/NRI/OCI/PIO/Foreign (as per NEET rules).
- Academics: 10+2 with PCB + English (minimum marks as per NEET rules).
- UP Domicile for State Quota: Usually UP domicile or Class 10 & 12 from UP.
- Non-UP students can still compete for AIQ (MCC) in govt colleges and for Management/NRI seats in private colleges via UPNEET.
How to Register for UP NEET Counselling?
Step 1: Online Registration – First step is creating a account on UPNEET portal. For that you need to enter personal/NEET details to complete the sign up.
Step 2: Fee Payment – Pay the registration fee and the refundable security amount.
Step 3: Document Upload & Verification – Upload scans documents (photo, signature, marksheets, domicile/caste/EWS/PwD if applicable). When college is allotted, verification of these documents is done at designated centres.
Step 4: Choice Filling & Locking – This is important step, here you select college you are interested in and lock you choices.
Step 5: Seat Allotment (Round-wise) – Seats are allotted on NEET rank + category + preferences. Download allotment letter if selected.
Step 6: Reporting & Admission – Report to the allotted college/nodal centre within the given dates. When reporting, Carry originals + photocopies, complete formalities, and pay college fees to confirm.
Step 6: Upgradation & Further Rounds – If allowed, you may opt for upgrade to a higher preference in the next round. Read the round-specific rules (free exit/forfeit, bond, fee carry-forward) in the current notice.

- Free Exit & Forfeiture (Round-1)
- Free Exit is available only for candidates admitted to Government medical/dental colleges in Round-1.
- You must opt for Free Exit online within the notified window or your security money is forfeited.
- Skipping admission after allotment without following the rules can also lead to debarment from the next round (as notified).
- Domicile & Category Rules (Key Points)
- Children/dependents of UP Govt/Autonomous employees posted outside UP are treated as UP domicile if they meet the stated conditions.
- Other-state candidates are eligible only under AIQ in Govt colleges; in UP private colleges they can apply via UPNEET but are generally treated as General (no state-reservation benefits).
- UP residents who passed Class 12 outside UP must produce the UP domicile certificate as per instructions.
- Reservation benefits apply as per DGHS/MoHFW rules.

- Counselling authority does not fix or handle college fees.
