The Directorate of Technical Education (DTE), Goa, runs state MBBS admissions at Goa Medical College (GMC), Bambolim. DTE’s 2026–27 prospectus lists 200 MBBS seats. It splits them into 170 state seats and 30 All India Quota (AIQ) seats. However, GMC’s course page lists a total intake of 250 seats. These public records do not match. Because of this, use DTE’s latest admission-round seat matrix to see the seats you can really pick. MCC runs the notified AIQ seats.
Goa NEET UG 2026 update (20 October): DTE Goa held Round 1 for NEET-based courses from 25 to 28 August 2026. Then Round 2 called MBBS and BDS candidates on 8 September 2026. As of 20 October, we found no Goa notice for a third MBBS round, mop-up or special round. Still, DTE can hold a special round if AIQ seats come back to the state. So, check the DTE website before you decide state counselling is over.
Who runs MBBS counselling in Goa
| Seats | Counselling authority |
|---|---|
| DTE 2026 prospectus: 170 state seats (check revised matrix) | DTE Goa |
| DTE 2026 prospectus: 30 AIQ seats (check revised matrix) | MCC |
| AIIMS, JIPMER, central universities | MCC |
| Deemed universities | MCC |
You register separately for each process. For example, an MCC registration does not count for DTE Goa. Likewise, a DTE Goa application does not create an MCC application. Our MCC counselling guide covers the national route. For college details, see MBBS colleges in Goa.
Goa MBBS counselling rounds in 2026
DTE Goa does not run online choice filling for MBBS. Instead, you attend each admission round in person at the Admission Centre, DTE, Porvorim. DTE calls candidates by course, category and merit number. Then you pick from the seats still open when your turn comes.
You must bring your Acknowledgement Card, original documents and fees. Seats that stay vacant move to the next round.
Important: Take a seat only if you will join it. If you cancel it, you cannot claim it again in a later round.

GMC seats and quotas in Goa
The DTE Goa 2026–27 prospectus lists 200 MBBS seats at GMC: 30 AIQ and 170 state seats. But GMC’s own MBBS page says its total intake is 250. The two figures come from different public records. The prospectus table is not the final 2026 seat count. DTE and MCC may publish a revised matrix. Until then, the table below shows only the DTE prospectus split. It is not a new 250-seat split.
| State quota category | MBBS seats (2026) |
|---|---|
| General Open | 75 (+5 additional) |
| OBC | 39 (+2 OBC PwD) |
| ST | 17 (+1 ST PwD) |
| EWS | 17 |
| General PwD | 5 |
| SC | 3 |
| Freedom Fighter (FF) | 2 |
| Ex-Servicemen (ESM) | 2 |
| NRI | 2 |
These figures come from DTE’s 200-seat prospectus split. Check them against any later 2026–27 seat matrix before counselling day.
Who can apply
First, you must qualify NEET UG 2026. The cut-off is the 50th percentile (213) for General and EWS. It is the 45th percentile (194) for General PwD. For SC, ST, OBC and their PwD groups, it is the 40th percentile (177). In addition, the DTE Goa prospectus sets these conditions:
- You must be 17 years old on or before 31 December 2026.
- You must pass Class 12 with Physics, Chemistry, Biology and English.
- You need at least 50% in PCB (40% for SC, ST and OBC; 45% for PwD).
- You must meet the Goa residence rule for your category.
- You must prove any category you claim.
Goa domicile rules for NEET
For General state quota seats, the prospectus generally asks for two things. You need HSSC/Class 12 from Goa. You also need 10 years of continuous Goa residence. A five-year route applies if a parent or grandparent was born in Goa. Category 1A and other exceptions have their own conditions. Do you rely on an exception? Then take your school proof, Mamlatdar residence certificate and any parent job papers to DTE.
You prove residence with a certificate from the Mamlatdar. It must show continuous residence for the last 10 years.
Many parents ask about a 15-year rule. In the 2026 prospectus, the 15-year residence condition appears for B.V.Sc. & A.H., not for MBBS. For MBBS, the 10-year (or 5-year) rule applies.
| Your situation | What to check |
|---|---|
| 10+ years in Goa; Class 12 in Goa | The NEET, age and document rules |
| Parent or grandparent born in Goa; 5+ years in Goa; Class 12 in Goa | Proof of the parent’s or grandparent’s birth in Goa |
| Class 12 in Goa; parent in a listed job, such as a Central or Goa Government post in Goa; short of the residence rule | Category 1A, which gives access only to the 5 extra General seats |
| Class 12 in Goa; short of the residence rule; no other category | Category 8 (Local Applicant), considered only for vacant seats after other lists end |
| Class 12 outside Goa | You are not eligible for the General state quota |
Worked example: the Category 1A route
Riya’s father is a Central Government employee posted in Goa. She passed Class 12 in Goa but has lived there for only 6 years. Her parents were born outside Goa. As a result, she does not meet the 10-year rule. However, she can claim Category 1A. She can then compete for the up to 5 extra General Open seats.
Some time outside Goa can count. For example, a Goa Government parent’s posting, training or deputation outside Goa counts. If your case depends on an exception, ask DTE before the round. Our guide on state quota counselling explains how to read these rules.
Category and reservation documents in Goa
The 2026 prospectus reserves SC 2%, ST 12%, OBC 27%, PwD 5%, Freedom Fighter 1% and Ex-Servicemen 1%. It also sets aside EWS seats, as the seat table shows.
- SC, ST and OBC: Get a non-migrant caste certificate from the Deputy Collector, in the Annexure I format. OBC candidates must also be non-creamy layer. If you don’t attach the certificate, DTE considers you only for General seats, if you are eligible.
- EWS: Get an Income and Assets Certificate from the Mamlatdar. Family gross annual income must be below Rs 8 lakh.
- PwD: Get a certificate from the GMC Medical Board or another competent authority. It must cover both your disability and your fitness for the course.
- Freedom Fighter: Only children of registered Freedom Fighters from Goa qualify. If no eligible FF candidate applies, one seat may go to a sportsperson with national or international results.
- Ex-Servicemen: Wards of Ex-Servicemen registered with Sainik Welfare, Goa, with Goa birth links, get first preference.
- Fee concession: Categories 1, 5, 6 and 7 must submit an original income certificate for 2025-26 from the Panchayat or Municipal Chief Officer.
How DTE Goa MBBS admission works
Goa MBBS counselling follows these steps:
- Submit Form A to DTE and keep your Registration Number.
- Then send your NEET UG 2026 scorecard with that number on it.
- Check the provisional merit list and report any error before the deadline.
- Check your merit number and category in the final merit list.
- Attend the round for your category and merit range, with your Acknowledgement Card, originals and fees.
- Pick a seat when your turn comes, and pay the fees.
If you come late to your turn, you can only pick from seats still open. You cannot replace anyone already admitted.
Worked example: ordering your options
Arjun is on the OBC list. Before the round, he writes his order: 1. MBBS at GMC; 2. BDS, only if he would truly join it; 3. his MCC option. When his turn comes, only BDS is left in his category. He planned ahead, so he follows his list. He does not decide in a hurry. If he takes BDS and later cancels, he cannot claim that seat again. Our college predictor helps you build such a list.
Exit rules, upgrades and penalties
Goa’s rules are not the same as MCC’s. For instance, MCC’s free exit and upgrade rules do not apply to DTE Goa. The prospectus has no online upgrade or sliding option. Instead, these rules apply:
| Situation | What happens |
|---|---|
| You skip a round or refuse an offer | You lose your claim for that round |
| You take a seat and cancel it | You lose your claim to that seat in later rounds |
| You do not report within 3 working days | Your admission is liable to be cancelled |
| You do not submit the Leaving or Transfer Certificate within 15 days | Your admission is liable to be cancelled |
| You leave the MBBS course midway | Rs 10 lakh bond penalty |
Before you cancel any seat, read Section 8.4 of the prospectus, “Cancellation of Admission & Refund of Fees”. Our seat matrix guide explains vacancy lists and how seats move between rounds.
How MCC and Goa counselling affect each other
The two processes link in two ways. First, DTE waits for MCC’s schedule. In 2026, it postponed its first round after MCC revised its AIQ dates. Second, some of GMC’s AIQ seats may stay vacant and return to the state. In that case, DTE offers them to the General Category merit list in a special round, as NMC and court rules allow.
Goa MBBS fees 2026
GMC is a government college, so the fees are low. The 2026 prospectus lists these fees for Medicine:
| Fee head | Amount |
|---|---|
| Admission fee (one time) | Rs 2,100 |
| Tuition fee (per semester) | Rs 66,000 |
| Development fee (per semester) | Rs 17,000 |
| Institutional fee (includes deposits) | Rs 3,200 |
| Total at admission | Rs 88,300 |
The institutional fee includes a refundable library deposit of Rs 650 and refundable caution money of Rs 650. NRI candidates pay the Rs 2,100 admission fee to DTE. They pay the other fees in US dollars by demand draft. Also, ask GMC about hostel, mess and university charges. The prospectus says you must get other approved fees from the college or university.
MBBS bond in Goa
Every MBBS candidate admitted at GMC signs a bond. Under the 2026 prospectus:
- You must serve the Government of Goa for 1 year after you complete MBBS.
- You pay a Rs 10 lakh penalty if you leave the course midway.
- You also pay Rs 10 lakh if you fail to serve under the bond.
GMC gives the bond format at admission. Read it fully before you sign. Our MBBS bond checklist lists the clauses to check.
After allotment
Follow these steps once you get a seat:
- Check the course and category on your admission papers, and keep every fee receipt.
- Clear the medical check by the GMC Medical Board. Only fit candidates get admission.
- Report to GMC within 3 working days.
- Submit your Leaving or Transfer Certificate within 15 days.
- Sign the bond in the GMC format.
Our reporting checklist helps with the joining stage.
Before you go to DTE on counselling day: Bring your Acknowledgement Card and originals. Check your category and the merit range DTE has called. Carry the fee payment method the prospectus asks for. GMC lists a larger intake than the DTE prospectus. That means you should use the latest seat matrix, not a guessed 250-seat category split.
Common questions
Generally, no. The General Category needs Class 12 from Goa plus 10 years of residence (5 years with a Goa-born parent or grandparent). However, the NRI and Ex-Servicemen categories have their own rules. Also, look at MCC’s AIQ route.
No. The 15-year rule in the 2026 prospectus is for B.V.Sc. & A.H. For MBBS, the rule is 10 years, or 5 years with a Goa-born parent or grandparent.
Yes. You must serve the Goa Government for 1 year. Otherwise, you pay a Rs 10 lakh penalty.
We checked the DTE listing on 20 October 2026. It showed no new MBBS allotment notice after the 8 September round. That does not prove DTE has closed admissions for good. Watch DTE’s admission notices and final matrix for any special round or extra seats.
You pay Rs 88,300 at admission. This covers the Rs 2,100 admission fee, one semester’s tuition and development fees, and the institutional fee. After that, tuition is Rs 66,000 and the development fee is Rs 17,000 each semester.
