MCC NEET UG counselling has four main rounds: Round 1, Round 2, Round 3 and stray vacancy. Your next step depends on the round and whether you hold, joined or left a seat. Check that status before filling new choices.
This guide covers MCC’s 2026 rules. State counselling has its own rules. The dates and notices below were checked on 10 October 2026.
First, write down your current status
- The round in which you last took part.
- Whether you received a seat and completed joining.
- Your recorded Freeze or Float choice, if applicable.
- Any formal exit and its confirmation date.
Use the record in your login. This gives you a clear starting point when reading a later-round rule or asking for help.
Rounds 1 and 2: Freeze or Float

Read the reporting notice before submitting willingness. Float still requires the online steps and checks during the window. Keep proof that you completed them.
Round 1 has a free-exit option: an allottee who does not join can leave without losing the MCC security deposit under that rule. Leaving a joined seat requires the stated resignation process and deadline.
Round 2 has different limits. The bulletin says a candidate who joins and then resigns loses the security deposit. Read the current resignation notice before leaving; a message asking to resign is only a request until the formal step is complete.
An upgrade replaces the earlier seat
MCC allows upgrades through Round 3. If you get an upgraded seat, the earlier allotment is cancelled. You cannot choose to return to it.
For example, if you hold College A and list College B above it for an upgrade, an allotment to B replaces A. Add B only if you prefer it and can meet its fees and joining deadline.

Round 3: physical joining and tighter exit rules
Round 3 allottees must report physically. Earlier Float candidates who retain a seat without an upgrade must also report physically at that institute.
Once you join a Round 3 seat, the bulletin bars resignation. Missing Round 3 joining can cost the deposit and remove access to later rounds. List only seats you are prepared to join.

Who is excluded from the stray round?
- Candidates who have not registered for the stray round.
- Candidates joined or holding any seat at that stage.
- Candidates allotted an MCC Round 3 seat who did not report.
These are the exclusions in the bulletin’s FAQ. Its scheme also says MCC and states share allotted-candidate data after Round 3 to remove candidates from the All India stray round. Check both the rule and any later notice against your recorded status.
Fresh registration and fresh choice filling are provided for eligible stray-round candidates. If you receive a stray seat, you must join. The bulletin says non-joining causes loss of the security deposit and bars you from further rounds, if any.

Keep the payment and college rules separate
An MCC deposit rule covers money paid to MCC. A college can have its own fees, refund terms and service or exit bond. Read both before changing seats.
