Manipur MBBS Counselling 2026: State Quota Rounds, Seats and Rules

The Directorate of Medical Education (DME), Government of Manipur, runs Manipur MBBS counselling in 2026. It uses the Manipur Medical e-Counselling portal. Through it, DME fills State Government quota seats at four colleges. These are JNIMS, Churachandpur Medical College (CMC), RIMS Imphal and Shija Academy of Health Sciences (SAHS). DME also fills the Management and NRI quota seats at SAHS. MCC, on the other hand, fills the 15% All India Quota seats and the central and deemed seats. See our Manipur MBBS college list for the approved intake at each campus; actual seats in a round depend on the counselling matrix.

Manipur NEET UG 2026 update (20 October): The official Manipur Medical e-Counselling portal published Round 3 allotment lists on 15 October. These followed merit lists dated 14 October. The portal’s latest list shows no new stray-round notice. The November 2025 pattern is not a 2026 schedule. Follow the official notice board for any fresh vacancy or reporting news.

You register separately for each process. For example, an MCC registration does not count for DME Manipur. Our MCC counselling guide covers the national route.

Also note a change of name. In 2025, the Directorate of Health Services (DHS) Manipur issued the medical counselling notices. For 2026, the DME issues them. The Manipur health directorate website still links to the allotment results.

Round 3 rules in 2026 (the latest round)

Here is what the Round 3 notices said:

  • Candidates who registered earlier did not need to register again. However, everyone had to fill and lock fresh choices. Old choices did not count.
  • Round 3 had no Freeze or Float option.
  • A candidate who got a seat in Round 3 cannot take part in any later round.
  • Candidates who kept an earlier seat also had to report and complete admission. The same applied to candidates who got an upgrade on a floated seat.
  • If you missed the reporting deadline, you exited counselling. You also lost your security deposit.

Important: If DME announces a further round, read its own notice. Rules can change from round to round.

Seats and quotas in Manipur

Manipur MBBS counselling has three seat types:

  • State Government quota: These seats exist at JNIMS, CMC, RIMS and SAHS. SAHS is a private college, but it also has State Government quota seats.
  • Management quota: Only at SAHS.
  • NRI quota: Only at SAHS.

The Round 1 seat matrix listed 314 State Government quota MBBS seats:

InstituteState Govt. MBBS seats (Round 1, 2026)
JNIMS, Imphal128
CMC, Churachandpur85
SAHS, Imphal64
RIMS, Imphal37
Total314

The matrix splits these seats into UR, ST, SC, OBC (M), OBC (MP) and OBC (TN). For example, JNIMS had 65 UR and 39 ST seats in Round 1. Also, the matrix shows no separate EWS column.

DME also issued separate notices for three special quotas. These are the PwBD quota, the Meritorious Sportsperson quota, and the quota for children of ex-servicemen and armed forces staff. Vacant seats change each round, so read the latest list before you count on any category seat. Our seat matrix guide shows how to read it.

Who can apply

First, you must qualify NEET UG 2026. The General and EWS cut-off is the 50th percentile (213). For General PwD, it is the 45th percentile (194). For SC, ST and OBC, it is the 40th percentile (177). You also enter your Class 12 English, Physics, Chemistry and Biology marks on the form. In addition, you must meet DME’s rules for the seat type you choose.

Manipur permanent resident certificate and domicile rules for NEET

For State Government seats, DME asks for one of these documents:

  • the candidate’s domicile certificate; or
  • the parents’ Permanent Resident Certificate (PRC); or
  • a parent’s Government Employment Certificate, in the format DME gives.
Your situationWhat to check
You hold a Manipur domicile certificateThat it is valid and in your name
Your parents hold a Manipur PRCThat the PRC is in a parent’s name and readable
A parent works for the Manipur governmentUse DME’s template, signed and sealed by the Head of Department
You want only Management quota at SAHSDomicile proof is not on that document list

NRI seats need passports and an NRI certificate. You also need a sponsor’s affidavit, backed by an NRE account passbook. For tricky cases, contact DME before you register. Our state quota guide explains how to read such rules.

Category documents

For State Government seats, keep these ready:

  • Class 10 certificate (age proof) and Class 12 mark sheet;
  • NEET UG 2026 score card;
  • caste certificate, if you claim ST, SC or OBC (an OBC certificate must be less than one year old);
  • PwBD eligibility certificate, if you claim it;
  • ex-servicemen, armed forces or sports certificate, if you claim that quota;
  • a recent passport-size photo.

Registration and choice filling

The registration follows these steps:

  • Open “Start Registration” under the UG Counselling tab on the portal.
  • Enter your NEET UG 2026 roll number, application number and date of birth.
  • Verify your mobile number or email with an OTP.
  • Choose your seat types: State Government, SAHS Management, SAHS NRI, or more than one.
  • Fill in your Class 12 marks and upload documents.
  • Enter your refund bank details and pay the fee.
  • Then lock your choices before the deadline.

Think hard at step 4. Once you submit the form, you cannot change your seat types in later rounds. Also, the portal auto-locks any choices you have not locked by the deadline.

Worked example. Suppose you want JNIMS most, then CMC. You can afford SAHS only at the State Government quota fee. Your list could be: JNIMS, then CMC, then SAHS (State Government quota). Leave out SAHS Management quota, even if it makes the list longer. After all, a seat you cannot pay for is not a backup.

Freeze, Float and exit rules

Manipur’s rules are not the same as MCC’s. Do not assume MCC’s free exit rules apply here.

  • Freeze (Rounds 1 and 2): You keep the seat, report in person and stop seeking upgrades.
  • Float (Rounds 1 and 2): You keep the seat for now and stay in line for an upgrade.
  • Reject: You give up the seat and cannot claim it in a later round.

The Round 2 notice listed when DME forfeits the ₹15,000 security deposit:

  • you do not join within the set time;
  • your college cancels your admission because you gave wrong information;
  • you surrender a floated seat after Round 2.

Similarly, the Round 3 notice took the deposit from anyone who missed the reporting deadline.

Manipur MBBS fees

Here are the 2026 counselling charges from the DME notice:

Applying forApplication feeST/SC
State Government seats only₹2,000₹1,500
SAHS Management/NRI seats only₹2,000₹2,000 (no concession listed)
Both₹4,000₹3,500
Security deposit (all)₹15,000, refundable₹15,000

DME returns the deposit after all rounds, subject to its conditions. You cannot get the application fee back.

Tuition is a separate matter. We did not find a 2026 fee notice for SAHS. For reference, its 2025-26 notice listed annual tuition of ₹5 lakh (State quota) and ₹17 lakh (Management quota). NRI quota was USD 2 lakh, paid once. On top of that, State and Management quota students paid a ₹75,000 admission fee. They also paid a ₹25,000 refundable caution fee. These are 2025-26 figures. Because of this, ask SAHS in writing for the 2026-27 fee, plus hostel and exam charges. Our deemed vs private comparison helps with budgeting.

Bond

The 2026 DME notices we read do not set out a service bond. However, a college may have its own terms. Ask your college about any service or discontinuation bond before you join. Our MBBS bond checklist lists the clauses to read.

After allotment

Follow these steps once you get a seat:

  • Download your allotment letter from the portal. Check the college, course and quota.
  • Carry your original documents and the fee to the college. For example, SAHS asked for a demand draft in 2025.
  • Report in person before the deadline and keep every receipt.

Our reporting checklist helps with the joining stage.
