Pt. B.D. Sharma University of Health Sciences (UHS), Rohtak, runs Haryana MBBS counselling. It holds one combined online counselling for the state’s MBBS and BDS seats. The rules, however, come from the Medical Education and Research Department, Haryana.
DMER Haryana hears appeals against the admission committee’s decisions. UHS Rohtak fills the 85% state quota in government colleges. It also fills state, management and NRI seats in private colleges. MCC, on the other hand, fills the 15% All India Quota seats and the deemed university seats.
Haryana NEET UG 2026 update (20 October): The official UHS Rohtak counselling portal shows the stray round dates. Registration and choice locking closed on 19 October 2026 at 11:59 PM. UHS Rohtak has set provisional allotment for 21 October. You pay the provisional tuition online from 21 to 23 October (by 8 PM). Physical verification is on 24 October. You must join the college by 26 October at 4 PM. Watch the official portal for any change.
Who runs MBBS counselling in Haryana
| Seats | Counselling authority |
|---|---|
| 85% state quota in government and government-aided colleges | UHS Rohtak |
| State quota, management and NRI seats in private colleges | UHS Rohtak |
| Seats at SGT, MM University Ambala, Al-Falah and Sanskaram universities | UHS Rohtak |
| 15% All India Quota in government colleges | MCC |
| Deemed universities and central institutes | MCC |
You register separately for each process. An MCC registration does not count for Haryana. Likewise, a Haryana registration does not create an MCC application. Our MCC counselling guide covers the national route. For the colleges, see MBBS colleges in Haryana.
Haryana stray round 2026
The Stray Round is the last round of Haryana MBBS counselling for 2026. These are its main rules:
- Choices from Rounds 1 to 3 no longer count. You must fill fresh choices.
- If you registered in an earlier round, you did not need to register again. New eligible candidates could register only until 19 October 2026 at 11:59 PM. That deadline has passed. Now check your allotment and the payment steps.
- If UHS Rohtak gave you a seat in Round 3, you cannot take part.
- If you joined any seat up to Round 3, you are also out. This covers AIQ and other states’ seats too, even if you resigned later.
- You must pay a security deposit. Without it, you cannot take part.
- Paid a deposit in Round 2 or 3 but got no seat? You still pay the stray round amount, or the balance, again.
- If you get a seat as per your choices and do not join, you lose the deposit.
- After allotment, you pay the provisional tuition fee online. Then you go to Rohtak in person for document checks.
Registration has closed. You cannot add colleges during document verification. On 21 October, check your provisional allotment and any grievance window. Got a seat? Pay the provisional tuition by 23 October at 8 PM. Then attend document verification on 24 October. Join by 26 October at 4 PM.
Important: The ₹5 lakh private-college stray deposit does not replace the tuition fee.

Seat types and quotas in Haryana
Haryana state quota MBBS admission works differently in each type of college:
- Government colleges: 85% of seats go to Haryana state merit. MCC fills the other 15%.
- Private colleges under UHS Rohtak: Half the seats are state quota. Management seats make up the other half.
- NRI quota: This is 15% of the total intake. It comes out of the management seats.
- Private universities: SGT, MM University Ambala, Al-Falah and Sanskaram follow Section 35 of the Haryana Private Universities Act, 2006.
- PwBD: 5% of state quota seats go to candidates with benchmark disabilities.
Management seats also go through UHS Rohtak’s counselling. A private college cannot admit you on its own. In fact, the portal calls such direct admissions null and void.
NRI seats need NEET too. NRIs, OCIs and PIOs who belong to Haryana get first priority. Foreign nationals come last. Also, the NRI fee must come from an NRE, NRO or foreign bank account.
Who can apply
First, you must clear the NEET UG 2026 cut-off. That means the 50th percentile (213) for General and EWS. For SC, ST and OBC, it is the 40th percentile (177). General PwD needs the 45th percentile (194). Then check these points:
- You must meet NEET UG 2026 and NMC rules, including Class 12 subjects.
- The Haryana notification sets no separate age limit. Follow the NEET UG 2026 bulletin instead.
- For state quota seats, you must be a bona fide resident of Haryana.
- You must prove any category you claim with a valid Haryana certificate.
Haryana domicile rules for NEET
State quota seats need Haryana residence. Management seats, however, are generally open to students from all over India. Most students prove residence with a Haryana Resident Certificate. Did you pass your qualifying exam from a school or college in Haryana? Then a certificate from the principal may be enough.
| Your situation | What to check |
|---|---|
| Passed Class 12 from a school in Haryana | The principal’s certificate format in the notification |
| Studied outside Haryana; family has a permanent home in Haryana | The 15-year residence or permanent-home rule for the Resident Certificate |
| Parent works for the Haryana government, or for the central government in Haryana or Chandigarh | The employee-ward rules and the Head of Department certificate |
| Not a Haryana resident at all | Management seats and MCC routes only |
If your case is unusual, ask the admission committee before you lock choices. Our guide on state quota counselling explains how to read such rules.
Category documents for Haryana
- SC and SC Deprived: Haryana treats Deprived SC as a separate class. Get the right certificate.
- BC-A and BC-B: You need a non-creamy layer certificate issued after 1 April 2026.
- EWS: You need a Haryana income and asset certificate issued after 1 April 2026.
- PwBD: Follow the PwBD public notice on the portal.
Bring every original to verification. The notification says attested photocopies are not valid for admission. Also carry sets of self-attested copies.
How registration and choice filling work
The process follows these steps:
- Register on the UHS Rohtak counselling portal.
- Pay the registration fee online.
- Pay the security deposit for the seat types you want.
- Fill in your details from your NEET and school records.
- Submit and lock your choices before the deadline.
- Check the provisional allotment and pay the tuition fee on time.
Worked example. Riya is a Haryana resident with a modest budget. She prefers Government College A to Government College B. Private College C fits her budget only if her family takes a loan. Her list could be:
- Government College A, state quota.
- Government College B, state quota.
- Private College C, state quota, only if the family agrees to the loan.
If the family says no, she leaves College C out. She then pays only the lower deposit.
Haryana MBBS counselling rounds and exit rules
Haryana’s rules are not the same as MCC’s. Do not assume MCC’s free exit rules apply here. For how rounds work in general, see our counselling rounds guide.
| Round | What happens |
|---|---|
| Round 1 | Allotment on merit and choices |
| Round 2 | Fresh choices; you could seek an upgrade |
| Round 3 | Last upgrade chance; not joining an allotted seat costs the deposit and the stray round |
| Stray Round | Only for candidates without a seat up to Round 3 |
These are the key exit rules for 2026:
- Upgrades: In Rounds 2 and 3, you had to submit your willingness online. An upgrade replaced your old seat. Without one, you kept your old seat.
- Not joining: If you get a seat in Round 2 or later and do not join, you lose the deposit.
- Resignation: UHS Rohtak allowed resignations after Round 2 up to 3 October 2026, 4 PM. You had to resign in person at your college, not by email.
- Leaving the course late: The cut-off is three days before the last admission date. For 2026, the notification gives 15 December 2026. Leave after that and you pay Rs 10 lakh. You also cannot take MBBS or BDS admission in Haryana for 3 years.
- Private college exit: In a private college, you also pay that year’s fee plus 50% of the next year’s fee.
The Rs 10 lakh bond covers government, aided and private colleges, including management seats. You sign it at admission with two sureties.
How AIQ and Haryana counselling affect each other
On 10 October 2026, UHS Rohtak posted a notice on weeding out candidates. It cites Supreme Court directions. Under it, states must remove anyone who joined an AIQ seat, using MCC’s shared data. Haryana’s own schedules go further. If you joined any AIQ or other state seat up to Round 3, you cannot take a Haryana stray seat. Our seat matrix guide shows how this frees up seats.
Haryana MBBS fees for 2026
All amounts below come from the Haryana notification for the 2026-27 session.
Registration fee (non-refundable):
| Category | Fee |
|---|---|
| Unreserved | Rs 2,500 |
| SC, BC, EWS and PwD of Haryana | Rs 1,250 |
| NRI | Rs 10,000 |
Security deposit:
| Seats you choose | Rounds 2 and 3 | Stray Round |
|---|---|---|
| Government and aided colleges only | Rs 10,000 (Rs 5,000 for Haryana SC, SCD, BC-A, BC-B, EWS and PwBD) | Same |
| Also private colleges or universities | Rs 1 lakh | Rs 5 lakh |
If you join, UHS Rohtak adjusts the deposit against your first-year tuition. With no seat, you get it back only after counselling ends. MCC has a separate deposit, which our MCC security deposit guide covers.
MBBS tuition, 2026-27 session:
| College type | MBBS tuition |
|---|---|
| Government medical colleges | Rs 80,000 in Year 1; Rs 4,22,910 for the full course |
| MAMC Agroha (government-aided) | Rs 1.8 lakh a year for Years 1–4; Rs 90,000 in Year 5 |
| Private colleges under UHS Rohtak | Rs 12 lakh a year, rising 7.5% each year, plus Rs 2 lakh refundable security |
| SGT University | Rs 22.5 lakh a year, plus Rs 2 lakh refundable caution money |
| MM University, Ambala | Rs 18 lakh a year, rising 10% each year |
| Sanskaram University | Rs 19 lakh a year, rising 10% each year |
| Al-Falah University | Rs 16,37,500 a year for Years 1–4; Rs 9 lakh in Year 5 |
Hostel, mess and caution money are usually extra. Pay only the fees and charges the Haryana government has fixed. Also, colleges cannot ask for the full course fee in advance. Keep a receipt for every payment.
MBBS bond in Haryana
Government college students sign a Service Incentive Bond. The 2026 notification still follows the policy dated 21 December 2022. It works like this:
| Item | What the 2026 notification says |
|---|---|
| Who it covers | Government medical colleges (from 2020-21) and MAMC Agroha (from 2022-23); not NRI seats |
| Bond amount, government colleges | Rs 25,77,090 for men; Rs 23,19,381 for women |
| Bond amount, MAMC Agroha | Rs 21,90,000 for men; Rs 19,71,000 for women |
| Service period | 5 years from MBBS completion; PG study time is deducted |
| How you pay | A collateral-free education loan; the government repays it while you serve |
If you serve in Haryana government service, the state pays the loan. The state also repays it if it cannot give you a government job. But if you choose not to serve, you repay the amount yourself. You can pay it as a lump sum or in instalments.
This is separate from the Rs 10 lakh course-leaving bond. Our MBBS bond checklist lists the clauses to read.
After allotment
Follow these steps once you get a stray round seat:
- Check the college, course and quota on the allotment list.
- Pay the provisional tuition fee online by 23 October, 8 PM.
- Go to Sushruta Auditorium, Rohtak, on 24 October with all originals.
- Collect your admission letter.
- Join the college by 26 October, 4 PM.
Our reporting checklist helps with the joining stage.
After you get a stray seat: Keep proof that you paid the provisional tuition. Finish original-document checks at the Rohtak venue. Then keep three costs apart: the counselling deposit, the ₹10 lakh course-leaving bond and the separate service incentive loan/bond. They are not the same liability.
